Places to play:  Yoyogi National Stadium area, in Yoyogi Koen

Two nice hard courts are on the NHK side of the stadium complex built for the 1964 Olympics, in the Yoyogi Koen (park) area.   Fees are quite reasonable.  This is owned and operated by the national government. 

Besides the lottery mentioned below, you can call 3468 1177 (in Japanese) to check on open times.  Weekday slots were available when I visited there; but no weekend slots. 

LOTTERY SYSTEM

Usage is through a lottery held every 3 months.   Jan/Feb/Mar, Apr/May/June etc are the quarters.  You get usage of the courts for 4 time slots, 2 hours each, in the 3 months.  You first fill out a form about your group; the form fortunately has English as well as Japanese.  Get the form at the admin office (see below).   

You must have a representative at the lottery, which is held at 10 AM on a Tuesday a few weeks before the quarter begins.  Attendees each get a number, then the numbers are drawn randomly.  The first number drawn gets first choice of time slots, and so on.  On your turn, you can choose all 4 time slots.    

The admin office is in the low building next to the courts. To get to the admin office: as you face the restaurant next to the courts, to the left of the restaurant will be what looks like a delivery area with piles of stuff laying around; in the area's far left inside corner is a door to an office area; go down the hall to about the third door, on the left; inside there is a counter area and staff to help (in Japanese).  The building entrance is called Kanri-jimusho-nishi-iriguchi and the admin office is Gyomu-ka dai san kakari.
